UPS Brokerage Manager in Samut Prakan, Thailand

Job Summary

The Brokerage Manager’s missions are to develop operational goals and plans, influence and dominate operations performance to meet customer deadlines, and build a close and productive relationship with customers and governmental agencies. He/She manages people development to provide skilled brokerage professionals and future leadership candidates.

He/She is responsible for leading the department financial performance, directing workloads and regulating standard operation procedures (SOPs), governing compliance with regulatory requirements for UPS Operation, supporting Sales and Marketing to target customers.

This position is the subject matter expert for customs brokerage, champion for continual improvement and training needs of the brokerage department, engaging team member cross functionally to increase market growth, and obtain outstanding customer experience.

Govern Brokerage Compliance and Quality Process

  • Identifies, observes, develops and implement operation’s quality, SOP and policies to guide, supervise and train the Brokerage team.

  • Serves as subject matter expert on key regulatory and compliance issues, engage department to review compliance and regulatory training, and provides brokerage/compliance expertise to the customer to help develop solutions.

  • Ensures Customs regulations and requirements are abided and up to date, resolves customs problems and responses to Customs or parties are met timely.

  • Review reports/notices to evaluate performance against goals, communicate customs regulation changes and industry news, resolve all exceptions, and develop process improvements and corrective action plans to increase quality levels, avoid governmental fines and penalties and to minimize costs for shipment returns.

  • Set audit criteria based on operational needs, regulatory changes, and type of initiative and drive regular audits to assess compliance with regulations and UPS standards and review audit results with department to develop corrective action plans.

  • Provides cross-functional support on new business opportunities to ensure regulatory requirements are met.

  • Undertakes and manages objective self-audits across the enterprise to ensure both UPS and government compliance standards are achieve. Challenges any perfect of near perfect self-auditfor robustness. Collaborates with sites to determine action plans to address and resolve unsatisfactory procedures

  • Documents formal audit findings to identify historical problem areas and validate compliance levels.

Supervises Account Management Process

  • Supports discussions at a senior level between the customer, the government, and third party agencies to ensure adherence to regulatory guidelines.

  • Reviews key performance indicator results with customers to assist in identifying areas of improvement.

  • Conducts customer meetings and business reviews to assist customers in maintaining a leading business edge.

  • Ensures customers' profiles and standard operating procedures are managed and adhered to within the brokerage department

Manages and Develops Others

  • Manages resources and human capital (e.g., Performance Management, Career Development, Training, Staffing, etc.) to ensure the day to day administration of processes and formal procedures.

  • Identifies individual and team skill gaps and developmental opportunities (e.g., training, special assignments, conferences, projects, etc.) to facilitate individual and team development.

  • Ensures that direct and indirect reports have documented career goals and detailed plans for achieving these goals to develop them personally and professionally.

  • Conducts frequent performance evaluations in a consistent, fair, and objective manner to facilitate open communication and encourage continuous performance improvement.

  • Holds others accountable to established performance levels to achieve individual and group goals.

  • Resolves individual and group performance issues in accordance with UPS’s policies and procedures in a timely manner to motivate and foster teamwork.

  • Coaches others and provides on-going feedback and support to improve performance.

  • Identifies opportunities to involve others in new and challenging work assignments and/or rotations that advance the skills and capabilities of individuals and the organization.

  • Makes salary recommendations to reward employee performance.

Monitors Brokerage Productivity and Service

  • Monitors operations reports to ensure productivity goals are achieved.

  • Reviews existing processes to identify inefficiencies and cost reduction opportunities.

  • Confers with Industrial Engineering and Solutions to develop and implement new operating processes in effort to improve efficiencies or meet the customers SOP requirements

  • Reviews daily workload and productivity reports to hold Brokerage Supervisors accountable to achieve productivity goals.

  • Reviews financial reports (e.g., Khalix SP Finanacial reports, FF FInancial reports, DutySub Ledgers, E2K Disputes, Account Receivables, Duty Refund Accounts, Bill Paid reports, exception reports, etc.) to identify exceptions and opportunities for enhancements.

  • Monitors various reports to proactively resolve all Customs exceptions to ensure timely Customs release.

  • Resolves Customs' problems in a timely manner to exceed customers' expectations and avoid penalties.

  • Monitors Customs' memorandums and notices to be aware of Customs regulation changes and industry news.

  • Conducts error root cause analyses to identify corrective action plans.

Manages Broker Partners

  • Develops KPIs and conducts monthly reviews with Broker Partner on service and compliance performance

  • Ensure Training is provided to OSP on UPS Compliance

  • Ensure MOPs are being updated regularly and review’s self-assessment results conducted by Broker Partner

  • Ensure accurate payment of bills by ensuring processes are in place to audit invoices sent by the Broker Partner prior to submitting to FA for payment

  • Monitor planned spend with Broker Partner to ensure it is in line with VOC approved planned spend.

  • Ensure timely submission of VOC for approval upon expiry or over spend

  • Supports any RFQ activity during re-contract stages


  • Candidate must possess at least Bachelor's Degree/Post Graduate Diploma/Professional Degree, Master's Degree in Logistic/Transportation, Others or equivalent.

  • At least 8 Year(s) of working experience in the related field of Customs Brokering (preferred)

  • Minimum 5 Year(s) of successful people management experience is preferred

  • Well-updated and keeping abreast to the Customs’ changes and updates.

  • Possess leadership qualities and relevant Customs Brokerage Certification (preferred).

  • Positive and able to work well in a team with excellent interpersonal skill which includes conducting presentation to the top management.

  • Confident, customer-oriented and able to work in a fast paced environment.

  • Ability to work cross-functionally to achieve results

  • Technical skillset in Customs Brokerage preferred
